To cope with recent global standardization, advisory member has been organized in Reference Material Institute for Clinical Chemistry Standards(ReCCS). The advisory member group is a key component of ReCCS Strategy to keep step with relevant international academic societies and develop right to the point reference materials with top state of the art.

- Calibration Institute: Calibration of reference materials and commercial calibrators in laboratory medicine as an IA Japan National Metrology Institute approved by the Accreditation System of the National Institute of Technology and Evaluation program.
- ASNITE RMs: Issuing ASNITE Metrology Reference Materials limited in laboratory medicine.
- JCCRM CRMs: Issuing the reference materials designated by Japanese Government ( Japan Drug Safety Bureau of the Ministry of Health, Labor and Welfare) to be used for Validation of laboratory medicines.
- JSCC, JDS CRMs: Issuing reference materials certified or specified by Japanese Academic Societies in laboratory medicines.
- JCTLM CRMs: Issuing JCTLM-listed higher order reference materials.

Reference Material Institute for Clinical Chemistry Standards (ReCCS) was separated from the Govermental Bureau of Chemicals Evaluation and Research Institute,Japan(CERI),1995,CERI:http://www.cerij.or.jp/ceri_en/index_e4.shtml to start HECTEF.
Health Care Technology Foundation (HECTEF) was composed of two bodies:
one was a membership association of which role lies in enlightenment of reference materials, and the other was a Calibration and Reference Material Institute named the HECTEF Standard Reference Center.The name of the HECTEF Standard Reference Center has been changed to Reference Material Institute for Clinical Chemistry Standards.(ReCCS)
Reference Material Institute for Clinical Chemistry Standards (ReCCS) aims at developing and issuing reference materials and is approved to be an IA Japan Caribration Institute in medical field of which quality system meets ISO 17025 and ISO15195, ISO Guide 34. Its Board of Directors and advisors are composed of leading persons and leading companies in clinical chemistry and experts in reference materials. -
